Biggest point - he might be Prince William of England but also of Scotland, Wales etc. It would be better to say British Prince. His cousins are the children of his aunt and uncles, just like a commoner.

So Uncle Andrew's two daughters, Beatrice & Eugenie; Uncle Edward's son and daughter, James & Louise and Aunt Anne's son and daughter, Peter & Zara. That makes 6 on his father's side. Don't know about his mother's brothers and sisters and their children.

If you're talking only about first cousins, he has 6 on his father's side and 12 on his mother's.
