You would normally address her as Your Majesty, as she is likely to be the widow of the former King, the former Queen Consort. This need not necessarily be the case, however. Queen Victoria's mother was addressed as "Your Royal Highness", as she had never been queen.
The mother of Queen Elizabeth II was known as Her Majesty Queen Elizabeth the Queen Mother.

The King's mother would normally be the former Queen Consort. Therefore she would be addressed as Your Majesty.
In most cases the "old" Queens are styled as they were before their husbands died, i.e. Her Majesty Queen Mary (in the case of George Vl's mother and wife of the late King, George V.)
The King of Thailand's mother is known as the Princess Mother (possibly because she was not Queen of Thailand alongside her husband.)
Queen Elizabeth ll's mother, invented a whole new title for herself as Her Majesty Queen Elizabeth, The Queen Mother. Although she was generally just referred to as Queen Elizabeth.
The Queen Dowager would be another possible title but certainly not a common one. Dowager appears to be used more commonly with aristocratic titles such as Duchess and Countess.

To clear this up Queen Mother was given to Elizabeth II's mother to avoid confusion.

Caicos has it right. The title "Queen Mother" was ONLY for Queen Elizabeth's mother. Actually, Queen Elizabeth's mother MADE UP THE TITLE "QUEEN MOTHER!" lol That way she would be Queen twice!

Its full meaning is clear from the two words from which it is composed: queen indicates someone who served as queen consort (i.e. wife of a king), while dowager indicates a widow who holds the title from her deceased husband.
